2.      The Agency will submit a cost estimate to provide the requested documents, including copy charges, research time, and separating exempt from nonexempt materials (if required).

3.      Once the cost estimate is approved, the Agency will fulfill the request and present an invoice to be paid prior to the release of the documents.
